Owners of a 23.47 acre parcel at the south-west corner of Kuebler and 27th Ave have filed for a Class III Site Plan Review for a large shopping center to house a 168,500 sq ft Costco Retail Center, a 12 pump gas service pad and four additional buildings totaling 21, 000 sq ft for assorted retail uses.
While the property is correctly zoned for the project the development’s unexpected size and possible traffic impact on the area including Kuebler Blvd, 27th Ave, Battle Creek Road and Boone Road in the eyes of many threatens severe congestion from I – 5 to the east all the way to Commercial St in the west and among the intervening neighborhoods.
Already, Morningside Neighborhood Association and South Gateway Neighborhood Association have filed strong objections to the project.
On June 19th just as Salem Weekly went to print Costco held an open house at the site to explain the project to the public. Given the timing SW is not able to report on the event.
The application was received by the City on June 6th and is currently under review by the staff to determine if it is complete. Once the staff has made this determination formal notice and a request for comments will be provided to all property owners of record within 250 ft of the property, The South Gateway N A and to those who have requested it. There will then be a 14 day comment period. When the decision is reached by the Planning Department a copy will be sent to all persons who have received the initial notice and to those who have provided written testimony during the comment period. After the notice of decision is issued there will be a 15 day appeal period.
